He was the son of John Henry Manners, 5th Duke of Rutland and Lady Elizabeth Howard. He married, firstly, Catherine Louisa Georgina Marley, daughter of Colonel George Marley, on 10 June 1851. He married, secondly, Janetta Hughan, daughter of Thomas Hughan and Lady Louisa Georgiana Beauclerk, on 15 May 1862. He died on 4 April 1906 at age 87.
A Conservative politician who held several government posts, he was once offered the leadership of the Conservative Party.
