The Seaslug guided missile and dual steam/gas turbine main propulsion plant were developed for some years before 1955. Seaslug was originally intended to be the main armament of a large cruiser, the new propulsion unit to drive an anti-submarine fast escort. In 1955 the idea was investigated of replacing the after gun mounting in the fast escort by a Seaslug. This led to the development of the designs for a destroyer larger than the escort, and this design matured into the County Class of guided missile destroyers. They embodied three major new concepts: the guided missile systems, the main engines, and a new large helicopter employed as a shipborne military weapon. The Seaslug missile is technically described as 'a beam riding missile with wrapped round boosts controlled by the 901 director and radar type 278 for height finding.'
The County Class replaced earlier destroyers and light cruisers and were developed to take additional guided weapon systems and improved communications and automatic navigation systems.
