About MeDocument bearing the Royal Coat of Arms of the United Kingdom, signed October 21, 1887. This document is written by Francis Stronge, who has been directed by Sir William White to inform Frost Pasha on the Queen's Licence. The notice would have probably accompanied the Royal Licence. Stronge joined the Diplomatic Service in 1879 and served in British embassies in Vienna, Peking, Constantinople, Rome and Athens.
